The Minister in the Netherlands ( Garrett) to the Secretary of State

1767. Von der Heydt, attached to the German Legation here, is endeavoring through a neutral to send me a written statement for [Page 474] transmission to you. Heydt is said to be an intimate of Kühlmann and to be his special man in the German Legation here. He sends word through the neutral that the statement is in connection with the German desire to have a preliminary and confidential decision of a possible basis for peace. Do you wish me to receive this statement? I respectfully request your answer by Monday morning if possible so that the fact that I have cabled you may not be apparent as that would make the matter undesirably official on our part.
