As special subjects that should be brought up at the conference were mentioned: Treatment of submarines and airships; destruction of neutral prizes; granting of asylum to prizes; issuance of black lists by the belligerents; and the economic situation after the war. In choosing subjects for discussion, the guiding principle was to avoid the appearance of taking sides with either of the belligerent groups. The question of mediation was excluded from the program.
