Sir: In conformity with instructions received from Viscount Grey of Fallodon, His Majesty’s Principal Secretary of State for Foreign Affairs, I have the honour to transmit herewith copy of the memorandum, agreed upon by His Majesty’s Government and the French Government, embodying the joint reply of the Allies to your note of May 24th regarding the examination of the mails.1
