2915. Your 3668, January 29, 6 p. m.1 Unofficially request permit for dyestuffs as Department assures Foreign Office cotton which was shipped into Germany has been paid for. For your confidential information you are informed little likelihood of permit being used, as it is improbable that German embargo for these or other dyestuffs will be raised, but granting of permit would relieve Great Britain of responsibility for not getting dyes and consequent irritation.
