Department’s August 5.1 Agreement to give free transit to American tobacco paid for August 4 construed by Foreign Office to mean paid for by European importer. This decision injuriously affects shippers who bought for export to selves or European buying houses which they control. These interests urgently desire broader construction of expression “paid for,” especially as to goods afloat.
