Ascertain if true, and what action British authorities propose to take re American tobacco now on high seas shipped or laded awaiting shipment in [Page 512] good faith under old arrangement without consignment to Netherlands Oversea Trust. Unofficially and urgently request prompt assurances that such shipments be not interfered with.
