Sir: Referring to my cablegram No. 3281 of November 251 in regard to the shipment of tobacco to neutral consignees in neutral countries, and giving the text of a circular issued by the Foreign Office on November 23 in this connection, I have the honor to enclose herewith for the information of the Department, a copy of a further circular which has to-day been received from the Foreign Office, and in which it is stated that it is not proposed to extend the noninterference with cargoes of tobacco, so far as exports from the United Kingdom are concerned, to shipments destined for consignees whom the British Government have reason to suspect of trading with the enemy.2
