My Dear Mr. Minister: Please accept my most sincere apologies for the delay in answering your letter of July 22.2 Through some very stupid mistake, it was sent to the wrong bureau and did not reach me until to-day. I took the matter of the delay up at once and I feel sure it will not occur again.

However, I enclose for your information a copy of the note sent to Great Britain. I will give instructions that you are to be kept informed regarding any further action taken by us in this connection.
