Sir: The Department has received your No. 3702,1 of May 3, 1916, enclosing a copy of a communication from the Consul General at London, in reference to the complaints of various shippers of goods from the United States to the Netherlands that shipments have been seized by the British authorities despite the fact that the goods were forwarded under permits issued by the Netherlands Oversea Trust, and transmitting a copy of your note to the Foreign Office, expressing the hope that some solution may be found of the misunderstanding that would appear to prevail among American exporters in this relation.

The Department approves the action taken by you in the matter.
