Mr. Secretary of State: In reply to your valued note No. 22501 of the 18th of this month, I have the honor to inform your excellency that, according to a telegraphic message just received by me, my Government found the confidential instructions of the French Admiralty, which formed the subject of my note of the 5th of this month,2 on the French merchant steamer Marie Thérèse on October 29 of this year. The instructions bore no date.
