4503. There are no important developments in the political situation. The Chancellor appears to have matters under control at present and, although the activity of his opponents continues, to have received another setback by Hindenburg’s request that the submarine agitation be dropped. There will, however, probably be a recrudescence of the agitation after the presidential election in the United States. I have given a complete résumé of political situation in despatch No. 4322 of October 16.1
