197. Following message to you from Ambassador Willard:
In relation to the communication which the President has sent to the belligerent nations, and of which a copy has been sent you for delivery to the Spanish [Page 103] Government, I am directly authorized by the President to cable that you may say to His Majesty’s Government that, having the same end in view, the time seems opportune for that Government to act, and, if willing, to support the position taken by this Government.
