Memorandum of the Third Assistant Secretary of State (Phillips)
To-day I had an opportunity to show the British Ambassador the note from the German Government dated October 15,1 which appeared to accept the British list of hospital supplies.
I pointed out to him that this note was transmitted to the British Embassy by the Department on December 9, and that, accordin0g to my information, the Embassy had forwarded it immediately to London; therefore, Sir Edward Grey’s note of March 22, stating that no reply had been received from the German Government must have been sent in error.
I begged the Ambassador to telegraph these facts to his Government and endeavor to straighten the matter out, and informed Miss Boardman2 of the action taken.
