If United States Government instructs collector of this port that no penalty or fine will be inflicted on Pacific Mail Steamship Company or steamer Newport if she brings on this voyage people in excess of her certificates we will instruct Captain Newport to take all passengers he can accommodate at Mexican ports otherwise many may be refused passage.
