Sir: Referring to your telegram, No. 198, of December 22, 5 p.m., and the Department’s answering telegram, No. 207, of December 30, 8 p.m., in regard to the decree of December 6, requiring holders of paper money issued by the State of Chihuahua, and holders of the bills issued by General Carranza in Mexico City on September 2 and October 20, 1914, to turn them over to the National Treasury by December 31, 1915, I enclose herewith a copy of a telegram from Mr. Silliman, dated at Queretaro, January 4, 5 p.m., in further relation to the matter.

You will report available facts as to the amount of money of the invalidated issues referred to in your No. 198, mentioned above, which remains in the hands of American citizens.
