Sir: I have the honor to inclose copies of correspondence exchanged between this Department and the British Embassy at this Capital, on the subject of the applicability to Porto Rico of the [Page 285] Treaty of March 2, 1899, between the United States and Great Britain, concerning the tenure and disposition of real and personal property.

The Department will be glad to receive an expression of your views in the matter, as well as of those of the Governor of Porto Rico.
