Sir: I have the honor to report that the declaration of military occupation of the Dominican Republic by the forces of the United States, and the establishment of military government set forth in the proclamation issued by Captain Knapp on November 29, 1916,14 was received quietly and with a general feeling of satisfaction that some definite and determined step had been taken by our Government. [Page 256] * * * Payments under the budget were resumed by the Receivership on December 2, salaries pending for June and July, for various reasons, being cleared up. Mr. Edwards has kept his work so well in hand that he expects to carry through payments from August to December by the first week of December. The resumption of payments and their uninterrupted continuation will act as a large factor in gaining the cooperation and good will of the Dominican people. * * *
