Mr. Secretary: As I had the honor to offer to your excellency, I am sending herewith a few copies of the memorandum5 prepared under instructions of this Legation as an argument in protest against the ratification of the Chamorro-Bryan Treaty, now before the Senate, without having first paid the regard due, by reasons of legal character, to the rights of Costa Rica, so much affected and violated by that treaty.
