The American Red Cross requests you be informed following:
Believe American International Corporation would be interested Grand Canal project on lines suggested. If Chinese Government willing now extend option Huai River conservancy scheme on understanding that American International Corporation be given preference naming contractors and undertaking financing during duration such option, American International Corporation now prepared instruct Gregory [and] Carey investigate Canal project. If their report satisfactory and if on receipt their report corporation can arrange with Chinese Government satisfactory terms for purchase bonds, corporation now believes could undertake business. If foregoing basis acceptable, corporation hopes Minister will now place Gregory, Carey in touch with the proper Chinese officials.
