Your January 21, 6 p.m. third.2 Department officials have had personal knowledge that for more than a year such a measure was contemplated. Recent information, considered as authentic, together with attitude of authorities toward Compañia Petrolera Maritima, whose rights are now in jeopardy, have made matter one of urgency. Department wishes you to take up subject with General Carranza in person, and point out to him the dangerous situation which might result from the issuance of any decrees of a confiscatory nature.
Your January 21, 6 p.m. Ascertain nature of contract mentioned and inform Department specifically if contract directly or indirectly affects the oil rights of American citizens. Does the pipe line alluded to run from Mexican owned properties in which no American interest is involved?
