If any American companies are unable to comply with the decree mentioned, it would appear advisable for them to file a statement with the appropriate Mexican authorities setting forth the reasons why resumption of work cannot be undertaken at this particular time. It is also suggested that they keep themselves fully informed of developments that may follow the filing of such statement.
