If any American companies are unable to comply with the decree mentioned, it would appear advisable for them to file a statement with the appropriate Mexican authorities setting forth the reasons why resumption of work cannot be undertaken at this particular [Page 735] time. It is also suggested that they keep themselves fully informed of developments that may follow the filing of such statement.
