Please wire soon as possible answers to following questions:

(1)
Are there at the present moment any ships of American registry, carrying cargoes of cotton, held by the British authorities? If so, what number of ships and amount of cotton involved thereby? State if any of these ships are held for prize court adjudication.
(2)
Are there at the present moment any neutral ships of foreign registry, carrying cargoes of cotton, held by British authorities? If so, number of ships and amount of cotton involved thereby. State whether any of such ships are held for prize court adjudication.
(3)
Department has yours of July 27 in re total ships and number of bales cotton stopped since order in council of March 11. Does statement therein still give approximately correct number of ships and bales cotton stopped, also number of bales released? If not, bring same up to date.
(4)
Have any shipments of cotton stopped under order in council of March 11 been settled for finally in full? If so, state amount so settled for and price paid.
