If discharge of innocent cargo necessary to get at prize cargo expenses of warehousing, reshipment and dues must be paid by [Page 362] ship and if not recoverable from ship then pro rata from cargo owners. April 1 I appealed to prize court for ruling which would free ship and innocent cargo from all dues and expenses arising from Government’s orders. President replies declining to instruct Admiralty marshal except in consequence of proceedings in form of judgment. Therefore unless representations are made to Government, all detained ships will be required themselves to pay costs resulting exclusively from orders of Admiralty.
