2817. I have to-day received the following note from Sir Edward Grey, dated September 16:
With reference to my note of the 7th ultimo, regarding the conditions on which His Majesty’s Government are prepared to issue permits for the export of goods of Belgian origin to neutral countries, I have the honour to inform your excellency that an arrangement has now been reached with the Belgian [Page 267] Government by which the deposit of documents covering the sale and shipment of such goods with a bank in the United Kingdom will be accepted in lieu of the deposit of the purchase money itself, in cases where the, latter condition is not practicable.
