Sir: Referring to my notes Nos. 18 and 25 of the 13th and 14th1 instant, relative to the British ship Farn which has been taken into the port, of San Juan, Porto Rico, I have the honour to say that His Majesty’s Government presume that the United States Government will refuse the request of the German officer and that instructions will be given to the authorities at San Juan to act in conformity with Article 21 of the convention signed at The Hague on October 18, 1907, known as No. XIII of the instruments signed at the Second Peace Conference.
