The Secretary of State to President Wilson
My Dear Mr. President: I enclose a copy of a communication which was read to me by the Japanese Ambassador on June 15th,36 [Page 431] in which his Government expresses a wish that we should confirm the statement made by Mr. Bryan in March 1915.38
In view of what amounts to a request on the part of that Government I felt that it would be wise to reply and have therefore drafted a communication to be delivered to the Ambassador here, if it meets with your approval.39
I also enclose a copy of a telegram received from our Chargé at Tokio40 in which the word “paramount” appears, to which reference is made in the draft at p. 2a.
