My telegram of June 18, 4 p. m.,36 and your telegram of June 19, 4 p. m. just received.37

The draft which the Minister for Foreign Affairs handed me on June 18 with the statement that it was a copy of the memorandum handed on June 15 to the Secretary of State36 contains the declaration “Japan possesses paramount interests both political and economic in China.”
