[Telegram.—Paraphrase.]

There are press reports of prohibition entry foodstuffs through Paso del Norte, which will cause much bitterness toward Americans. In this event mines can not continue beyond two weeks at any rate, and so think better close at once and Americans withdraw. It seems to me that such action coupled with strict enforcement the President’s proclamation will effectively stifle the revolution. Unless [Page 757] otherwise instructed will counsel withdrawal Americans and closing mines immediately upon notice of the President’s approval of action prohibiting exportation food through Paso del Norte.
