The optimistic feeling which prevailed in this city at the beginning of the week has changed for the worse and the American and foreign exodus has recommenced. This situation is clue, I think, to the following causes:

  • First. The dangerous situation to the south and the engagements in the immediate suburbs of this city;
  • Second. The public protests by the followers of Madero against the return of de la Barra, which reveal possibilities of violence;
  • Third. The accentuation of the economic crisis; and
  • Fourth. The graphic descriptions in the daily press of vandalism and savagery throughout the Republic.
