The American Consul at Ciudad Juárez to the Secretary of State.

Ciudad Juárez is now in the hands of the anti-Maderists. They call themselves Liberalistas. The forces of General Salazar and [Page 729] Rojas have now joined General Campa, making about 1,200 men and 300 horses here. They have set up a local government and will collect duty on imports. They are orderly and commit no depredations.

It is rumored that General Villa, with his command of 500 men, sent out by the Government to quiet the disturbance, have declared against Madero and will in a few days join those now in this city and march against Chihuahua.
