Situation in Sinaloa is graver; entire Culiacan district has risen. Consul reports Americans being mistreated and robbed and have applied to the American consul at Mazatlan (Alger) asking when, in the absence of protection by the Mexican Government, they can expect it from the Government of the United States. Consul has been notified of the sending of this telegram, and also instructed to advise Americans where possible to remove to a place of safety. The American interests in this section are very great in property, and I believe some energetic action necessary.
