Torreón situation better. Danger of complications at Ciudad Juárez appears to have passed for the moment. Situation in Chihuahua very bad; State government apparently helpless and governor has resigned. Orozco will be made military dictator if he remains faithful; he has the President’s entire confidence. Much brigandage and lawlessness in Durango with prospects of an organized outbreak at any time. No improvement in southern Mexico. There is some excitement here on account of sensational press dispatches from the United States announcing prospective intervention. At the celebration of constitution day to-day an enormous crowd was present but the President was received without any demonstration and in silence.
