Grave embarrassment must ensue unless Liberia makes provision immediately for the retention of monthly sums due Fiscal Agent under loan agreement, which will go into effect as of July 1, 1912. If full receivership not established, have Clark enter into these functions of General Receiver. Insist that Government make the necessary reservations from current income and that these sums be turned over to Clark for eventual transmission to Fiscal Agent.
