Sir: Referring to Mr. Reed Paige Clark’s cable from London of April 5 and the Department’s telegraphic reply of April 8, 1912, upon the subject of the designation of the three Receivers to the different customs posts in Liberia, I transmit herewith for the confidential information of your Legation and Mr. Clark, duplicate copies of the correspondence on this subject recently exchanged by the Department with the German and French Ambassadors at this capital.2
