All loan agreements signed March 7. General Receiver Reed Paige Clark sails 14th for Europe and expects to reach Monrovia about May 1.

Negotiations with creditors in Europe will be undertaken by Mr. Robert P. Skinner, American Consul General, Hamburg, as Special Representative of Falkner, immediately upon Clark’s arrival in London.
