File No. 882.51/287.

The American Minister to the Secretary of State .

[Telegram.—Paraphrase.]

Your telegram of 11th instant. Investigation shows an increase of duties collected and larger importations. Treasury report for fiscal year ending September 30, 1911, shows receipts from all sources $478,000; disbursements, $490,000. Floating debt since the finding of the Debt Commission, $201,000. These are the latest authentic figures available. The disquieting rumor was caused by those who would reap large profits from danger to or failure of the loan. The General Receiver’s presence would stop further misrepresentation, and he is anxiously expected by the Government, which has absolute confidence in its ability to meet the requirements of the new loan.
