Ask that authority be cabled Consul General Lyon to sign, for Liberian Secretary of War, after consultation with this Department, temporary contracts for one year with former American Army officers, as follows: Major at two thousand dollars and two captains at sixteen hundred dollars each per annum. Salaries to commence when officers leave homes and to be paid by General Receiver. Actual traveling expenses and free quarters allowed.
