[Telegram.—Paraphrase.]

The substance of your telegram of the 27th instant1 has been cabled to the American Minister at Monrovia and he has been instructed to urge upon the Government of Liberia the absolute necessity of an immediate compliance with the demands of the British Government. Advise the Foreign Office of the action of this Government, and, in view of the present status of the loan negotiations, intimate our hope that the British Government will feel inclined to the utmost patience to bring about a satisfactory solution of the difficulty.
