The Japanese Department of Foreign Affairs to the Japanese Ambassador.

On submitting the question of the proposed exhibition in 1917 to a new examination and considering all the surrounding circumstances and the advantages as well as disadvantages of holding such an exhibition in Japan at the time appointed, the Imperial Government have persuaded themselves of the inexpediency of carrying out the project. They have accordingly decided, with much reluctance and deep regret, to abandon the scheme. You are instructed to bring the decision to the attention of the United States Government and at the same time express to the Secretary of State the sense of high appreciation on the part of the Imperial Government of the very friendly encouragement and generous support which the Government of the United States had given to the undertaking.
