You will make to the Government of Japan appropriate expressions of the sympathy of the President, the Government and the people of the United States in the loss by the Japanese Empire of a ruler whose reign has been so beneficent and distinguished. This will be in addition to the messages which the President has sent to the new Emperor and to the Empress Dowager, and my own cable to Viscount Uchida.
