The American Minister to the Secretary of State.

American Legation,
Tegucigalpa, April 13, 1912.

I am authorized by the President of Honduras to state that he will not again submit to Congress the loan convention now pending in the United States Senate, even if ratified by that body, considering the rejection by the Congress of Honduras as final. He is however disposed to make a loan convention, since a large loan is necessary but cannot be made except under such a guaranty.
