Sir: I have the honor to report that, by an executive order dated August 29, 1911, Mr. Zemurray is empowered to negotiate in the United States, for the Government of Honduras, a loan of $500,000 in gold, the proceeds thereof to be used to defray the expenses of the recent war, which the Provisional Government considers itself bound to liquidate in accordance with the bases of peace signed at the Conference in Puerto Cortes in May last.

Mr. Zemurray left Tegucigalpa immediately thereafter, for Puerto Cortes and Ceiba. Thence he intends to go direct to Washington to acquaint the Department with the terms of the matter.
