I communicated substance of your letter of September 21st to my Government and in reply I am instructed to point out that while His Majesty’s Government has no objections granting of a delay of twenty days from seventeenth instant, they do not desire a settlement of any kind but the restitution to the bondholders of the revenue through [sic] which they are undoubtedly entitled under loan contract.
