Mr. Secretary of State: The Imperial Government has instructed me to express to your excellency its special satisfaction at finding the views concerning the American policy in the Far East, as set forth in your excellency’s note of the 3d instant relative to China, to be in full consonance with the German pursuits in China. Your excellency’s announcement appears to be fully appreciated in Germany.
