Guayaquil now occupied by Government troops. Consular corps there have made representations regarding disposition to be made of prominent prisoners, among whom are Eloy Alfaro and Pedro Montero. I have instructed our Consul General to take no part in such action, leaving the question to the Government of Ecuador entirely.
