Excellency: I take very great pleasure in transmitting to you the cablegram that I received yesterday from the Dominican Government, relative to the journey of his excellency Mr. Knox; it expressly confirms my anticipations, which I have already had the honor to express to you. It reads as follows:

Communicate to the Department of State that the Dominican Government will receive with the greatest pleasure the visit of the illustrious Secretary, Mr. Knox. Machado, Secretary.
