Mr. Secretary: I have the honor to send to you herewith in Spanish, marked No. 1, the minutes of the six conferences that we have had [Page 387] at the Department of State relating to the settlement of the boundary dispute pending between the Dominican Republic and the Republic of Haiti, signed by the Haitian Plenipotentiary and by me.1
Since the 13th of last July there has been no exchange of views between the two plenipotentiaries other than those of August 8 last; copies2 of these are enclosed, marked Nos. 2 and 3.
