The President announced by proclamation this afternoon his retirement from office July 1, 1914, and elections are set for May, 1914. Amnesty guaranties and release of political prisoners decreed; also return of citizens from abroad; foreigners not mentioned. The entire Cabinet will resign, the President will return all resignations, after which the Minister of War, for patriotic reasons, will decline to serve any longer. The Minister’s brother will also resign.
