[After repeating the telegram from Mr. Furniss, dated June 6, the telegram continues:]

If this is true, you will at once impress upon the Dominican Government the necessity for refraining from any such action.

The boundary dispute negotiations have been held up for more than a month by Peynado’s delay in presenting a memorandum promised to the Department regarding encroachments by Haiti on Dominican territory.
