The Acting Secretary of State to the American Minister to the Dominican Republic

[Telegram.—Extract.—Paraphrase.]

The Department is assisting the two Republics in every possible way to reach a settlement of their difficulties, and would strongly deprecate any action of the Dominican Government at the present time which might make that task more difficult. Minister Peynado informs the Department that he will recommend to his Government the establishment of an American frontier guard to patrol the southern line, as previous to 1908. The Department believes such a measure would greatly help to maintain the status quo existing when the United States accepted the duties of mediator, pending settlement of the boundary dispute.
